An 18-year-old man from the Caerphilly county borough is the latest person to receive an Anti Social Behaviour Order (ASBO) after a catalogue of anti-social behaviour in and around his community.
Leon Cook of Millbrook Road, Pontllanfraith was given a two-year ASBO by Caerphilly Magistrates today (Monday 23rd November), after numerous anti-social behaviour and nuisance incidents in and around the Pontllanfraith area of Caerphilly county borough.
Leon displayed frequent abusive, anti-social and offensive behaviour towards residents in Pontllanfraith and surrounding villages over a period of more than two years.
He also displayed aggressive and intimidating behaviour, as well as causing damage to property and throwing stones.
Despite numerous interventions as part of the Safer Caerphilly Community Safety Partnership’s well-established ‘four strikes’ process for tackling anti-social behaviour in Caerphilly county borough, his behaviour continued.
Leon also signed an Acceptable Behaviour Contract (ABC) in August 2008.
The Anti Social Behaviour Order (ASBO) prohibits Leon Cook, anywhere within the Caerphilly county borough from:
- Acting in a manner which causes or is likely to cause nuisance, harassment, alarm or distress to any person
- Swearing at, shouting at or threatening any person
- Throwing any object at any person, property or vehicle
- Damaging any property not belonging to him
- Apart from his home address, not to enter the gardens of any other property without the express permission of an adult occupier
- Consuming alcohol in a public place, save for licensed premises
- Being in possession of alcohol in open bottles, cans, cups or containers in a public place
- Driving or riding any mechanically propelled vehicle without appropriate documentation.
Community Safety Manager, Howard Rees said, “The introduction of this Anti Social Behaviour Order, together with the restrictions it brings, shows how much of a tough stance we take along with our partners to limit the impact that anti-social behaviour has in our communities.
I also want to reassure our residents that we will continue to use the powers available to us to stop anti-social behaviour, and help to protect our residents as well as improve their quality of life.”
Crime and Disorder Reduction Officer, PC Gareth Jones, said: “We are continually working with our partners to prevent anti-social behaviour from negatively affecting the lives of local communities. The introduction of this latest Anti-Social Behaviour Order in Pontllanfraith demonstrates that we will take action against individuals who are found to be taking part in this behaviour.”
The Safer Caerphilly Community Safety Partnership is a multi agency organisation, whose five statutory bodies are Caerphilly County Borough Council, Gwent Police, South Wales Fire and Rescue Service, Aneurin Bevan Local Health Board and Gwent Police Authority. It works to reduce levels of crime, disorder, anti-social behaviour and fear of crime in the local area.
