Anti-Social Tenant Evicted After Partners Take Action

A Cardiff Council Tenant responsible for causing significant alarm and distress to her local community has been successfully evicted from her home after allowing it to become a magnet for criminal activity and anti-social behaviour.

The occupants of the property in Browning Close, Llanrumney, were made to leave the house yesterday after Cardiff Council, supported with evidence from South Wales Police, secured possession of the property through the County Court.

Against the conditions of their tenancy agreement and a previous Court hearing, the occupants had fitted the property with a reinforced front-door and steel shutters had been placed on the windows. The occupants had also installed a robust CCTV monitoring system similar to the type used in commercial premises.

Neighbours lives were being made a misery, suffering from anti-social behaviour at the hands of those residing in the fortified house which has been the subject of two Police raids in recent months. On November 9th, a 31-year-old woman and 38-year-old man were arrested at the property as part of a police operation. They were subsequently charged with handling stolen goods, money laundering and possession of drugs. Court proceedings are on-going.

Councillor Judith Woodman, who is responsible for Housing, Communities and Social Justice in Cardiff, said: “This property had become a magnet for criminal activity and anti-social behaviour, which caused major distress to people on the estate as well as having a damaging impact on their quality of life.

“We gave the tenant every opportunity to become a better neighbour, but when things did not improve we were left with no option but to seek possession of her property.

“This successful court action is the result of strong partnership working between Cardiff Council, South Wales Police and our other Safer Capital partners and I hope it offers some respite to the local community.”

Councillor Woodman continued by stating that: “Our Anti-Social Behaviour Unit has been working very closely with officers from South Wales Police to secure this repossession. Tenants have a right to enjoy their homes free from nuisance and we hope our actions show how serious we take this matter.

“We will not tolerate this kind of behaviour and will do all that we can to address public concerns. We would urge anyone who is suffering as a result of anti-social behaviour to report it to 101 so that we can take action to deal with it.

Superintendent Andy Davies, based at Rumney Police Station, said: “As this case illustrates, we at South Wales Police work closely with our partners to improve quality of life for our communities.

“The unacceptable behaviour of the tenants of this property greatly impacted on the lives of people in Browning Close.

“As a result of the partnership action I hope residents feel even safer and can look forward to a more peaceful Christmas and New Year.”
