A 16-year-old boy from Caerphilly county borough is the latest person to receive an Anti-Social Behaviour Order (ASBO), after a catalogue of anti-social behaviour in and around his community.
Daniel Maslen, of Station Road, Ystrad Mynach was given a two year ASBO by Caerphilly Magistrates recently (23rd December 2010) after a series of anti-social incidents in the Ystrad Mynach and areas of GelligaerCaerphilly county borough.
Daniel displayed frequent abusive, intimidating and anti-social behaviour, and despite numerous interventions as part of the Safer Caerphilly Community Safety Partnership’s well-established ‘four strikes’ process for tackling anti-social behaviour, his behaviour continued.
The Anti-Social Behaviour Order prevents Daniel Maslen, anywhere within the Caerphilly county borough area from:-
- Acting in a manner, which causes, or is likely to cause nuisance, harassment, alarm or distress to any person
- Causing damage or attempting to cause damage to any property not belonging to him
- Intentionally throwing any object at any person, property or vehicle
- Entering Gelligaer shopping centre, including the Co-op Store and the areas surrounding it, as defined on a map attached to the order
- Purchasing, carrying or consuming alcohol in a public place
- Being drunk in a public place
Cabinet Member for Public Protection, Engineering and Transport, Cllr Rob Gough said, “I hope the gaining of this Anti-Social Behaviour Order will send out a strong message to the small minority who feel it is acceptable to behave in an anti-social manner that their behaviour will not be tolerated”.
Neighbourhood Inspector for the Ystrad Mynach area, Kevin Childs said: ‘Breaches of Anti Social Behaviour Orders are taken very seriously by the Courts. I am certain that this Order will bring some much-deserved peace and quiet to the neighbours and residents who have previously been affected by the behaviour of this 16-year-old boy.
‘The successful application for this Order is an example of how seriously we take reports of Anti-Social Behaviour, and how committed the Partnership is in continuing to reduce ASB across the Caerphilly county borough area.’
The Safer Caerphilly Community Safety Partnership is a multi-agency organisation, whose statutory bodies are Caerphilly County Borough Council, Gwent Police, South Wales Fire and Rescue Service, Aneurin Bevan Health Board, Gwent Police Authority and Wales Probation Trust. It works to reduce levels of crime, disorder, anti-social behaviour and fear of crime in the local area.
