Caerphilly Homes will be deploying new tactics to tackle isolated incidents of anti-social behaviour in areas of Council housing and the wider community.
Caerphilly County Borough Council acknowledges that while the majority of its tenants and residents live in peace and harmony within their local communities, there are a small number of people whose behaviour is anti-social and troubles others.
Members of the Caerphilly Homes Task Group met on Thursday 13th March and agreed a series of new strategies to tackle anti-social behaviour.
Among the measures passed by the task group include the purchase of two redeployable 3G CCTV wireless cameras and two additional external CCTV systems to monitor nuisance and anti-social behaviour, as well as a MATRON 225 noise monitor to assist with complaints of noise nuisance.
Victims of domestic abuse and individuals/families experiencing criminal or anti-social behaviour, whose complaints are being investigated by Tenancy Enforcement Officers, will be given access to ‘target hardening packs’ to give them reassurance and increased security at home. The packs may contain door and window alarms, doorstops, doorstop alarms, personal alarms and electronic timers. Cognitive Behaviour Therapy sessions will be made available to both complainants and perpetrators where appropriate.
The Caerphilly Homes Task Group is also investigating the possibility of giving GPS tracking systems to Tenancy Enforcement Officers who work alone in a bid to increase their safety.
During the meeting, the task group recognised the positive impact that partnership working with other agencies including Gwent Police, the Community Safety Partnership, Children’s Services, Youth Offending Teas, Adult Services, Mental Health Services and Shelter Cymru had on efforts to reduce anti-social behaviour and criminal activity.

All residents have a right to expect peaceful lives free of fear, harassment, intimidation, vandalism and excessive noise.
“These measures are a clear warning to the small minority who use anti-social behaviour to makes the lives of others a misery that this behaviour will not be tolerated.”
