Cardiff resident fined for noise nuisance

CardiffCardiff Council has successfully prosecuted a Cardiff resident for causing a noise nuisance. On December 7th at Cardiff Magistrates Court, Michelle Ryall  of 8 Heol Layard, Tremorfa, was sentenced for two breaches of a Noise Abatement Notice under section 80 of the Environmental Protection Act 1990.

Michelle Ryall did not turn up to court at a previous hearing but was found guilty in her absence and fined £350 for offences relating to loud music. The offender was also ordered to contribute £240 towards costs and pay a victim surcharge of £15.

A forfeiture order was made in respect of sound equipment seized  from her home following the offences, comprising of a Sony stereo and 2 DVD players.

Cardiff Council’s Noise Pollution team deal with over 3,000 complaints every year.
Over 50% of noise complaints relate to amplified music.  Other common noise nuisances include barking dogs, DIY activities, house/car alarms and noise from commercial properties such as music from a public house.

Councillor Ed Bridges, Chair of Cardiff’s Public Protection Committee said: “Repetitive noise can seriously affect the quality of life of Cardiff residents and persistent noise offenders will not be tolerated. Cardiff’s Noise Officers are able to offer practical advice on simple measures that can be taken to avoid neighbour noise problems. However, when circumstances warrant it, officers have powers to take formal action which can result in legal proceedings.”
