Ceredigion County Council has today confirmed the issue of a Premises Licence to the Urdd Gobaith Cymru National Eisteddfod of 2010 to be held at Llanerchaeron, Ceredigion. In addition to the provision of entertainment at the site, the licence will enable sale of alcohol on the eisteddfod field, subject to certain terms and conditions which Urdd Gobaith Cymru voluntarily proposed.
A spokesperson for Ceredigion County Council explained: “There is a set procedure for processing applications for Premises Licences. Provided there are no valid objections, powers to process and approve applications for this type of licence are delegated to officers of the County Council. The opinions of Responsible Authorities – including the Dyfed Powys Police – are required and an opportunity must be given for ‘Interested Parties’ to offer opinions. In this particular instance there were no objections from any Responsible Authorities.
“It is true to say that a petition was received in objection but, in considering such a submission, we had to be certain as to whether any of the signatories could actually be considered to be an ‘Interested Party’ as defined in the legislation. According to the legislation, such a party must either be a resident of, or the operator of a business within, the immediate area – which is to say: within the vicinity neighbouring Llanerchaeron, where the event is to be held. That did not appear to be the case for any of the signatories. The licence, therefore, has been issued in accordance with the procedure we are expected to follow in an unbiased manner.
