A new campaign aimed at keeping Cathays clean and waste-free will begin this week.
As part of “Clean-Up Cathays” all household bins will be cleared on Wednesday February 24, along with all excess waste not contained within them. This will include the emptying of contaminated green bins.
All collectible rubbish presented at the kerbside will be taken away so that residents are then able to comply with official guidance.
Letters are being sent to households right across the Cathays area to inform residents of the new campaign. Its introduction follows monitoring in the area by both Council education and enforcement teams. Since the introduction of wheeled bins to much of Cathays 800 actions have been recorded, relating to green bag contamination, bins on highways, side waste and waste put out on the wrong week or day.
Following the clearance a zero tolerance policy towards waste offences will be introduced. Failure to comply with the proper guidelines will result in a Fixed Penalty Notice of £100 being issued.
The guidelines are as follows:
- Waste should be placed on the kerbside by 6am on the day of collection but no earlier than 4pm the day before.
- Waste should be placed out in the correct bin/bag:-
- Green Wheeled Bins: These are for compostable garden and food waste only and can be placed out for collection weekly. Green bags MUST NOT be placed in green bins.
- Black Wheeled Bins: These are for all non-recyclable waste and can be placed out for collection weekly. All general waste bags must be contained within this bin and the lid must be closed. Any waste placed at the side of the bin or on top of the bin will not be collected.
- Green Bags: These are for recyclables only and should be placed out for collection fortnightly. Green Bags MUST NOT be used for general waste.
- Bins must be taken back in by 9am the day after collection (Thursday)
- Wheeled bins and green bags should be stored within property boundaries on days other than collection day.
- Frontages should be kept tidy; free of litter and loose waste.
- The above rules apply to everyone in the property.

Executive Member for Environment Councillor Margaret Jones said: “The clean-up campaign gives residents in Cathays an excellent opportunity to work from a clean slate and make sure all proper guidelines are followed. We want to make sure the area remains free of waste and our education officers will be visiting residents to talk through these guidelines. Advice is also available through our Connect 2 Cardiff team and I am hopeful this campaign will result in a better environment for everyone in Cathays.”
