The business case for a potential merger between Powys County Council and Powys Teaching Health Board is being developed by leading public sector consultants.
KPMG, a major advisor firm with huge public sector experience, has been asked to develop a business case by the end of the month, the Joint Project Merger Board has been told.
A spokesperson for the Board said: “KPMG have been appointed to draw up a project brief which will provide a route map for the provision of joint services that are viable, efficient, effective and responsive.
“They will bring an independent approach using their experience of options appraisals, financial analysis, clinical efficiency and private sector transactions. They have led some of the most significant integration projects in the UK and were appointed after a competitive tendering process.”
The Joint Project Merger, which includes officers and members from both organisations, has already made considerable progress examining the scope and complexity of the merger project.
“Key issues affecting both organisations have already been identified, these include finance, decision making for health and related services. The two organisations are already considering joint appointments for planning and commissioning, in Human Resources, IT and Transport,” added the spokesperson.
Findings from the project brief will be presented to the joint project board at the end of the month before being considered by the two organisation’s Boards.
