The decision by Deputy First Minister Ieuan Wyn Jones to release the inspector’s report on the St Athan Development has been welcomed by Plaid AM Chris Franks, whose area covers the Vale of Glamorgan.
The inspector recommends that once a firm decision has been made regarding the Defence Training College and some certainty has been obtained that associated highway diversion, traffic regulation and footpath orders would be made or confirmed appropriate.
The compulsory purchase order land are located near St Athan and Llantwit Major, and at Gileston Old Mill on the B4265, and at Weycock Cross on the northern edge of Barry, all in the Vale of Glamorgan.
The inspector states: “The urgent need to provide long-term economic benefits has been significantly increased by the MOD’s decision to transfer DARA’s fast jet work out for St Athan.”
In his recommendations the inspector added: “Noise and vibration, including that from the proposed engine running pen, firing range and external training area, was fully considered in the Environmental Statement and the planning officer’s reports. Mitigation would be provided through conditions in both planning permissions.”
Plaid Cymru AM Chris Franks said: “The shape and size of the business park will have to change because the Conservative – Liberal Democrat government scrapped the large scale defence training development that was proposed at St Athan.
“The inspector points out that mitigation for the visual impacts and traffic noise would be included in the detailed design to the local planning authority for approval and it would not impact on the Barry Woodlands Site of Special Scientific Interest. It is important we maintain biodiversity when we develop our economy.
“Many residents wish to know what the future of the site is. We all know that the UK Government has promised a further decision soon. It is disappointing that the Vale of Glamorgan MP seems to have gone quiet on this issue. He should be ensuring the Westminster government secures a better economy for St Athan and the Vale.
“I have raised local concerns, particularly those raised by Llanmaes Community Council with the Deputy First Minister and Plaid Leader Ieuan Wyn Jones regarding the possibility of a large scale housing development.”
