Educating license holders to tackle noise nuisance

License holders from across Caerphilly county borough have been receiving advice on dealing with noise nuisance in and around their premises.

Student Environmental Health Officers from Caerphilly County Borough Council have been working with license holders to help them ensure that their premises comply with noise related regulations.

Between March 2009 and March 2010, Caerphilly County Borough Council dealt with a total of 249 complaints for noise nuisance from commercial premises.

By working with license holders, and educating them on how to deal with and prevent noise related nuisance, officers hope that this will bring about a reduction in the number of complaints they deal with relating to commercial noise in future.

The officers have also visited Ystrad Mynach College to educate students studying for an NVQ Level 2 in the licensing trade, who are potentially future licensees, on noise related nuisance.

Caerphilly County Borough Council have also produced a handbook, which will shortly be distributed free of charge to every licensed premises in the county borough called ‘Controlling Noise’, which includes some useful tips on noise control management, along with information on what the law requires regarding noise related nuisance.

Cllr Lyn Ackerman, cabinet member for the environment said, “Noise nuisance can seriously affect the quality of life of residents, and so I am pleased that our team of officers are working alongside license holders to advise them of their legal responsibilities regarding noise.

“The vast majority of our license holders do act very responsibly and within the law, however I hope that these visits and the information handbook will prove useful to all licensees in Caerphilly county borough in dealing with noise nuisance.

“We will not allow a very small minority of people to negatively affect the quality of life of the majority, by thinking that it is acceptable to create excessive noise in our communities.”
