Executive Condiser Recommendations for Ysgol Glan Morfa Nursery Provision

Cardiff Council Executive is to consider recommendations to proceed with the publication of a statutory notice to establish Welsh-medium nursery education provision as part of Ysgol Glan Morfa in Splott.

At its next meeting on Thursday July 15, the Executive will receive a report informing them of responses received during the recent public consultation on a proposal which responds to the need to meet demand for Welsh-medium nursery places in this area of the city.

Officers are recommending that the Executive consider agreeing to proceed with the publication of a statutory notice to:

  • Make a prescribed alteration to Ysgol Glan Morfa, Moorland Road, Splott, Cardiff CF24 2LJ by extending the lower age limit of the School by the addition of a nursery from 01 January 2011.
  • This will enable children of nursery age to receive education at the school followed by transfer into a reception class in the following September. The admission of pupils into the school’s reception class will continue to be administered in accordance with the Council’s published admissions criteria. In particular, attendance at a Nursery class does not automatically entitle a child to a Reception class place in the same school.
  • This prescribed alteration will be achieved by establishing a 24 (part time) place nursery unit at Ysgol Glan Morfa, operating for one two and a half hour session per day, five days per week during term time.

Ysgol Glan Morfa was established as a Welsh-medium starter class in 2005 and was permanently established in part of the premises that were formerly part of Moorland Primary School as of September 2007.  Numbers on roll have increased steadily.

Since the opening of the school, there has been a commitment to consulting on the establishment of a Welsh-medium nursery unit at the school and the plans for developing the
premises reflect this commitment.   Public consultation was held between April 28 and
June 18 when parents, young people and others in the local community, together with staff and Governors of the affected schools were invited to respond to the consultation.

The aim of the proposal is to further enhance the educational opportunities for local children and meet the Council’s aspiration of creating all-through primary schools, catering for children aged 3 to 11. The proposal would achieve a better match between the supply and demand for quality Welsh-medium nursery education in the area and enable Ysgol Glan Morfa to offer provision across the whole Foundation Phase for three to seven-year-olds.
