Gwent Police, working closely with the Belgian Federal Police, has arrested a 40 year old man from the Newport area on suspicion of the murder of Richard Carslake.
Mr Carslake was found dead in a flat on Jeddo Street, Pill on 06 April 2011.
The man was arrested in the Antwerp area of Belgium, and Gwent officers are now in the process of organising his extradition and return to Gwent.
