North Wales Consortium chooses preferred bidder for food waste treatment contract

The North Wales Consortium of Denbighshire County Council, Conwy County Borough Council and Flintshire County Council has chosen its preferred bidder for a 15 year design, build, fund and operate food waste recycling contract.

In August 2011 the Hub had announced that the preferred bidder for the project was NEAT Biogas Limited (“NEAT”), a joint venture between TEG Environmental Limited and Alkane Energy Plc.  The Preferred Bidder status was subject to NEAT securing satisfactory finance.  Whilst NEAT had received an offer of bank finance for the project, it has not been possible to agree contractual terms with the funders that are satisfactory to the joint venture partners or the Hub and consequently, NEAT is unable to continue as Preferred Bidder.

The Hub is delighted to announce that the preferred bidder for the project is now BiogenGreenfinch.  The company is the UK’s leading specialist in designing, building and operating food waste treatment facilities using anaerobic digestion. The company’s tender submission reflected it’s unmatched experience to construct a best in class facility and deliver a first rate service.

The appointment of BiogenGreenfinch is subject to finalising the terms and conditions and the successful conclusion of the standstill period.

Providing it receives planning consent and Environment Agency approval, the brand new anaerobic digestion facility will be built at the former abattoir site, Waen, St Asaph, Denbighshire.  The facility will recycle the food waste that the three councils collect in their respective areas.

Our new AD facility will be good for the environment, because it will generate electricity from the food waste that people have thrown away.
