Gwent Police is appealing for information to trace Mustaffa Bilgassam who failed to appear in court for sentencing.
Bilgassam pleaded guilty to conspiracy to defraud at Cardiff Crown Court in August 2008.
Bilgassam is 33 years old and a Libyan national. His last known address was in Cardiff. He is described as approximately 5 feet 6 inches tall and of stocky build.
Bilgassam is known to have contacts in South Wales, South East England, Leeds, Edinburgh and Barcelona.
Gwent Police has undertaken several lines on enquiry, however due to numerous false identities being used by Bilgassam, attempts so far have been unsuccessful.
