An “appalling” £5.3 million was spent on offices abroad by the Labour-Plaid Government during 2009/10.
In all, since 2007/08, it has cost Welsh taxpayers a total of £17 million to staff and maintain sites overseas.
Last year, the New York office alone took almost £2 million out of the Assembly budget.
The rest of the money has been spent on a host of other offices in Amsterdam, Brussels, Dubai, Paris, Munich, Dublin, Milan, Sydney, Shanghai, Hong Kong, Chongqing, Bangalore, Delhi and Tokyo.
Another site in Seoul was also in operation until 2008/9, while further offices in Singapore and Taipei operated until 2007/8.
The figures have been revealed to Shadow Minister for Finance Nick Ramsay AM, by the Deputy First Minister.
Mr Ramsay said: “To say I am shocked and appalled by the vast amounts of money we are throwing at offices and staff thousands of miles away would be a grave understatement.
“Last year, when we all knew cuts would be coming no matter who was in Downing Street, the Labour-Plaid Government was busy wasting well over £5 million on these offices.
“What exactly do they do on a day-to-day basis to warrant this kind of taxpayers’ money?
“£342,000 on Sydney last year. £225,000 on Dubai. £184,000 on Munich The list goes on and on.
“Does anyone in America even know we have a multi-million pounds mini-embassy in New York? Who in their right mind can call this sensible budget management?
“We all know inward investment in Wales is crucial but there are far more efficient ways to achieve that aim.
“These offices are just another example of the gross mismanagement of our budget and the very reason we are facing cuts. In their current form, they are simply not sustainable.”.
