Additional Licensing scheme first for Rhyl

The first license in a new property licensing scheme in Rhyl has now been issued.

The Additional Licensing Scheme for Rhyl came into effect on 1 January 2010 and includes all properties that meet all of the criteria within either one of the following two categories:

This scheme is for the Rhyl area only and includes properties that meet all of the criteria within either one of the following two categories:

(1) Three or more storeys, which is occupied by three or more persons who form two or more separate households, where at least one of the households is not fully self contained (where there may be sharing of facilities) OR

(2) Three or more storeys, which is occupied by three or more persons who form two or more separate households, which are fully self contained, but do not meet the 1991 Building Regulations and where less than two-thirds of the self contained flats are owner occupied.

Councillor David Thomas, Cabinet Lead Member with responsibility for Housing, said: “The council takes the health and well-being of tenants in properties across Rhyl very seriously.

“All landlords who own a property that fall under either one of the above criteria will need to apply for a licence.  Fees and Conditions will be applicable to the Scheme.

“To date, 70 licensing application forms have been distributed, with the aim of distributing 100 by Christmas. Three more properties will be licensed within the next month”.

Mrs Madeline Kovacs was the first landlord to be issued with the licence.  She said: “No one likes filling forms but we would all like to see improvements in the letting business in Rhyl and I would hope that other landlords will follow suit.”

The council is also offering free places to 20 landlords on a Landlord Accreditation Wales Scheme taking place at the Talardy Hotel, St Asaph on 8 February 2011. Training is one of the conditions of licensing.
