Declaration of an Additional Licensing Scheme in the Cathays Community Ward of Cardiff

Cardiff Council has confirmed the designation of an additional licensing scheme in respect of houses in multiple occupation covering the Cathays Community Ward of Cardiff.  The Scheme will be effective from 1st July 2010 and unless revoked beforehand will cease to have effect on 1st July 2015.

The Scheme applies to all Houses in Multiple Occupation (HMOs) within the area described above except those exempted by the relevant sections of the Housing Act 2004.

Additional licensing could bring significant benefits in Cardiff by securing improved housing accommodation and better management of properties.  The scheme would improve safety for the occupiers and could also bring improvements to the wider community.

Any landlord, person managing or tenant within the City should seek advice from Cardiff Council’s Strategic Planning and Environment (Private Sector Housing) Service Area regarding whether a property is affected by the Cathays Community Ward Additional Licensing Scheme.

A person having control or managing an HMO in the designated area must apply to Cardiff Council for a licence.

Executive Member for Communities, Housing and Social Justice, Cllr Judith Woodman, said: “The Council has been concerned about the impact of HMO’s and student housing on the Cathays Community and I am very pleased to declare this scheme which, along with other initiatives, will have a significant impact in the area.  The Council is determined that students coming to study in Cardiff are safe and live in high quality accommodation providing value for money.  I would encourage all landlords, tenants and residents to help the Council make this scheme a success”.
