Mill Lane pemises accept formal caution for loadspeaker use

Cardiff Council Pollution Control Division has been investigating noise complaints regarding loud music emanating from both internal and external speakers at various premises along Mill Lane and St Mary Street.

Pollution Control night time noise officers carry out routine surveillance around the Cardiff City Centre area. Despite the officers advising premises of the permitted hours, a number of commercial premises repeatedly fail to terminate their speakers by the required time. As a result, two premises on Mill Lane have accepted formal cautions. Any further offences by these premises will result in prosecution.

External speakers are covered by The Control of Pollution Act 1974, which prohibits the use of loudspeakers in the street for any purpose between 9pm and 8am and also prohibits the use of loudspeakers at any other time, for advertising any entertainment, trade or business. As a result it is an offence under the Act to permit the operation of speakers if doing so contravenes the above.

Councillor Ed Bridges, Chair of Cardiff Councils Public Protection Committee said: “If you are experiencing night time noise problems we encourage residents to report any incidents to the Pollution Control team. Our night time noise officers are on hand to deal with the problem at source”.

Pollution Control operates a night time noise service provided in partnership with South Wales Police at 101 House. Two noise officers are on duty to attend noise calls taken by 101 call handlers between the following hours;

Thursday 7pm – 2am
Friday & Saturday 7pm – 4am
Sunday 7pm – 12am
