Finance Minister Jane Hutt has today announced the establishment of a Tax Advisory Group for Wales.
The Group will give advice and support to the Welsh Government in the development of devolved tax policy, its collection and management, and provide advice on the wider impact of Welsh devolved tax policy on stakeholders and the economy and social fabric of Wales.
The Group’s membership is broad as the Welsh Government wants to ensure that Welsh devolved tax policy is developed in a robust and inclusive way. The group is not only made up of appointments of tax professionals but also representatives from a number of organisations in Wales, including the CBI, the Law Society, the Wales TUC and the Bevan Foundation.
The three tax expert appointments are:
- David Phillips – Senior Research Economist at the Institute for Fiscal Studies;
- Andrew Evans – a senior Partner at Geldards LLP; and
- Frank Haskew – Head of the Tax Faculty of the Institute of Chartered Accountants in England & Wales

“The Tax Advisory Group has a key role advising the Welsh Government and taking forward engagement on the development of devolved tax policies, their collection and management. As we gain more financial powers it is essential that we get it right. By bringing together a broad range of views and experts we can make sure that as a Government, our tax policies are developed in a robust and inclusive way.
“I’m sure that that all the organisations represented on this group want to play a part in the development and creation, and David, Andrew and Frank will bring a wealth of expertise and knowledge to the Group that will help us to deliver new tax policies that meet the needs of people in Wales.
