Leanne Wood, Plaid Cymru AM for South Wales Central, who made a complaint on behalf of Victor Frederick and Andrea Heath, said: “I have yet to read the full report but serious issues have been brought to my attention.
“I am very concerned that the lengthy IPCC investigation failed to identify the officer who applied handcuffs to Victor. That is totally unacceptable and I’m very concerned that the officer did not come forward and neither did any of his colleagues.
“That reflects very badly on South Wales Police as the officers involved could be criticised for closing ranks and obstructing the release of some of the key facts of this case; something that a member of the public would never get away with in a police investigation.
“The report also highlighted the errors made by former Assistant Chief Constable Dave Morris in the way he dealt with and responded to my complaints. I am disappointed that he is no longer answerable for those criticisms as he now works in the Caribbean having left the force.
“What this means is that no one involved in the events of that day will be disciplined or held to account in any way and Victor and Andrea will find that very hard to accept.
“This has been an enormously traumatic time for them and I know they are disappointed at the failure to find evidence relating to some aspects of their complaints. This incident happened more than 18 months ago but I don’t know whether this report, which has been obstructed in some areas, will bring closure to this very unfortunate incident.”
