15-year-old Blackwood boy is latest to receive an ASBO

A 15-year-old boy from the Caerphilly county borough is the latest person to receive an Anti-Social Behaviour Order (ASBO) after a catalogue of anti-social behaviour in and around his community.

Zackary Williams of Bryn Rhedyn, Blackwood was given a two year ASBO by Caerphilly Magistrates recently (Thursday 29th April 2010), after a series of anti-social incidents in the Blackwood and surrounding areas of Caerphilly county borough.

Despite numerous interventions as part of the Safer Caerphilly Community Safety Partnership’s well-established ‘four strikes’ process for tackling anti-social behaviour in Caerphilly county borough, his behaviour continued.

The Anti-Social Behaviour Order prevents Zackary Williams from:

  • Acting in a manner which causes or is likely to cause nuisance, harassment, alarm or distress to any person within the Caerphilly County Borough Council area
  • Driving any motor vehicle which is not licensed, taxed or insured for him
  • Being carried in or on a motor vehicle without the express permission or consent of the owner
  • Entering or attempting to enter any unattended motor vehicle in England and Wales, without the express permission or consent of the owner
  • Residing anywhere other than at a specified and approved address without the permission of the Prolific Offenders Officer, Caerphilly LPU, Gwent Police
  • Leaving the approved address between the following times: 11pm-7am from 29th April 2010 to 30th September 2010 and 10pm-7am from 1st October 2010 to 29th April 2011, except in an emergency which is reported to the respective emergency service. This is to be reviewed and documented on a three monthly basis by the Prolific Offenders Officer, Caerphilly LPU, Gwent Police.

Community Safety Manager, Howard Rees said, “I hope that the gaining of this Anti-Social Behaviour Order will send out a strong message to the small minority who are intent on behaving anti-socially that their behaviour will not be tolerated.”

Crime and Disorder Reduction Officer, PC Gareth Jones, said: “The implementation of Anti-Social Behaviour Orders aim to limit the negative effects of anti-social behaviour on the local community. We will continue to take action against any individuals that are found to be taking part in anti-social behaviour, and where appropriate work with our partners to apply for Anti-Social Behaviour Orders from the courts.”

The Safer Caerphilly Community Safety Partnership is a multi agency organisation, whose statutory bodies are Caerphilly County Borough Council, Gwent Police, South Wales Fire and Rescue Service, Aneurin Bevan Local Health Board, Gwent Police Authority and Wales Probation Trust. It works to reduce levels of crime, disorder, anti-social behaviour and fear of crime in the local area.
